RFP: CoW DAO Governance Analytics

Preamble:

Requests for proposals are not intended to be prescriptive or exhaustive. The community is encouraged to submit proposals that expand upon the ideas presented in this post. The scope of the project may change based on the proposals received. The primary intent of this document is to provide a starting point to achieve the outlined goals, and the final implementation may differ from the initial proposal.

All applications will follow the standard Grants DAO process. This request should not be interpreted as an offer.

Simple Summary
Governance is key to CoW DAO’s decentralization, and this RFP aims to improve transparency in this area. CoW DAO’s governance structure is designed to evolve and improve over time, ensuring community-driven decision-making and control of the protocol.

Currently, available information is scattered and not easily accessible or visualized for user-friendly consumption. Consolidating key metrics will help the community identify areas for improvement and develop effective engagement strategies, ultimately ensuring a distributed and adequate level of participation.

With a likely upcoming launch of a delegation program, tracking participation and program success over time will also help the community make informed decisions about delegates and re-delegation.

Goal
The goal is to make CoW DAO governance metrics more visible and accessible in one location for easy consumption and to track transparent evolution over time. The dashboard and analytics should enable the community to make better decisions by leveraging metrics related to participation and accountability.

Deliverables
A dashboard that includes the following metrics:

Specification

Voting:

  • Number of unique voting addresses per proposal
    • Participation over time

Proposals:

  • Summary of total, active, succeeded, and failed proposals
  • Overview of CIPs over time, including title and date
    • Outcome & quorum
    • For, Against, & Abstained votes
    • Optional: Tags

Voting power (optional):

  • Voting power distribution
  • Voting power distribution over time
  • Optional: including / excluding delegations

Delegation:

  • List of delegates (and how delegate is defined)
    • Incl. number of delegators (excl. delegators addresses for privacy)
    • A flag, if a delegate has more than 17.5m COW of voting power)
    • How much voting power (in COW), does a delegate have in their own address (clarification note: it’s a soft requested fore recogised delegates to hold 10k themselves)
    • Optional: (delegate information “about” and “statement” taken from their Snapshot profiles)
  • Activity per proposal (including how they voted) by delegate
    • Activity over time
  • Current voting power by delegate
    • Voting power over time
  • Accumulated stats on voting power delegated
    • Over time

High-level delegation metrics:

  • Percentage of delegated voting power actively participating in governance (per proposal)
  • Percentage of active delegates (per proposal)

Optional:

  • Delegation page (this is a page where a delegator can come and paste their address and see whom they have currently delegated to with what percentage; + potentially changes over time)
    • If possible to see the voting behaviour of their delegates specifically by proposal

If you have additional KPIs that would be valuable for the community or useful in the future, please include them in your proposal.

Method
We are generally indifferent to the technical solution proposed by the applicant, as long as it meets the needs outlined. We are also flexible on the specific visualizations, but the solution should allow for iterations to ensure clarity and user-friendliness. As long term sustainability is important, please also refer open source value of the Grants DAO.

If an applicant chooses a Dune dashboard, Snapshot integration is available here and delegation should be on-chain (this should be confirmed for feasibility in advance).

Values of Grants DAO and its Grants:

These values may evolve and are listed in no particular order:

  • Open Source: Integrations should be open source.
  • Milestones: Milestones should be attainable and well-defined to ensure easy verification of completion.
  • Price Transparency: Pricing should be broken down into optional and core metrics/deliverables to allow selective implementation.
  • Sustainability: Address the sustainability of deliverables (e.g., who will manage, maintain, and for how long, including associated costs).
  • Simplicity: Aim for simplicity. Completion is often more valuable than striving for perfection—except for critical components, which must meet the highest standards.
  • Documentation: Provide solid documentation to ensure that others can build on your work smoothly, where applicable.
  • Flexibility: We recognize that some processes require flexibility (e.g., adding new features, adapting to changes in technology or infrastructure). Open communication is encouraged to adapt to these changes. Scope extensions and pricing changes typically require a committee vote.

Call for action

  • Community: Before the RFP closes, community members are encouraged to provide feedback on the requested metrics by commenting below.
  • Applicants: Proposals should be submitted in November using the standard Grants Program template.

Selection process
The selection will be made by the GrantsDAO committee at their discretion. The committee will consider the above values, cost, timing, quality, and scope in their decision-making. Committee members may ask questions or make a decision independently.

Currently, there are no official rejection criteria. If the forum discussion does not provide a clear outcome, an applicant can post their proposal to the GrantsDAO Snapshot space and request a committee vote, if needed.

Hey, I’ve read the RFP and also the post by the curia team that seemed to have kick-started this RFP. I got a couple of questions:

  • when does the RFP close?
  • what is the expected timeline between rfp closing, voting and delivery of dashboard?
  • is there a preference for the DAO to maintain the dashboard themselves?
  • Is there appetite for the dashboard to integrate other protocol metrics already included in dashboards on Dune?

Hi kbc - good questions!

  • I don’t think there has been a definite timeline to closing the RFP (as also unclear how many responses there would be) - I would advocate to keep it open until first week of December at least but will follow up with the Grant Committee (also note here that the Grant Committee is free to decide to go with none of the proposals, so it might stay open longer in that case).

  • All in all: they’re also free to decide as soon as there is a proposal they like

  • A applicant can basically also push for an official decision when posting on Snapshot themselves (which triggers the voting you also mentioned).

  • The milestones, deliverables and timing should be first proposed by the applicant

  • Some of the values of the GrantsDAO is sustainability and open source, hence, having a constant service provider (a dev company) maintain it in the long run is also viable. Depends on the suggested proposal.

  • The last point I can only answer with respect to my personal opinion: I would not replicate other metrics due to it being repetitive and seemingly more work to have it updated in several locations (and given the amount of new analytics requested). What metrics were you thinking though?

regarding the last question, I should have been clearer. I saw that you already have a couple of dashboards on Dune. They focus on protocol metrics. This rfp is for governance. What would be missing is community metrics (offchain data). I was wondering if there are plans to move towards an ecosystem dashboard consolidating the different metrics (one place with all metrics). The question might be premature.

Hiya - good question. I think this is currently not planned and the dev company doesn’t have resources to tackle this right now.
Having said this, there should always be scope for meaningful and thought out proposals to be put forward by the community via the GrantsDAO route and for the committee to decide if they consider this a good ecosystem contribution right now.
Maybe this could be untied from the Gov Analytics proposal (but you’re free to extend to that proposal in any way you see additional value for the CoWmunity!!).
