CoW Grant - Settlement Wrapper Contract Retrospective
Grant Description
This grant is seeking retrospective funding for the previous grant. The grant scope was changed extensively after the previous grant proposal was made and approved. All of the work regarding the grant is already completed and in final rounds of review. Code can be found here. Pending final code reviews here.

By submitting this grant application, I acknowledge and agree to be bound by the CoW DAO Participation Agreement and the CoW Grant Terms and Conditions.
I can confirm that per the scope in the mentioned previous grant, there have been significant changes and significant stakeholder co-ordination overhead that has resulted in a much larger labor input on behalf of the grantee.
This included:
Stakeholder engagement refactoring the scope (moving most of what was on-chain to off-chain processes).
Complexities associated with matching the scope to the services, notably around the need for full or partial signatures (which is still somewhat undetermined, and resulted in the implementation of both).
Overall the quality of the code produced has been high, and engagement from the grantee has been solid when provided with feedback in regards to PRs / architecture.
Given the changes, engagement, quality of code committed, I signal my support for this supplementary grant on the condition that the grantee takes it upon themselves to inform the Grants Committee earlier during the development cycle that scope is creeping that is likely to necessitate some budgetary revision (at which at the sole discretion of the grants committee they would deliberate to determine the viability of any budgetary revision).
